BYLAWS of Lake Almanor Snowmobile Club Association
ARTICLE I - NAME AND PURPOSE
Section I - The name of this club shall be the Lake Almanor Snowmobile Club.
Section 2 - The purpose of this club shall be as follows:
A. To promote greater interest in snowmobiling.
B. To protect local snowmobile owners from discriminatory legislations, regulations and unjust taxation.
C. To promote the development of snowmobile trails, campsites and other facilities.
D. To promote the safe use of snowmobiles.
E. To improve the public image of snowmobile owners and users by encouraging and educating users in the proper, considerate and courteous use of snowmobiles.
F. To work with government officials and others toward mutually satisfactory rules for broader use of government land by snowmobilers.
G. To promote the use of snowmobilers as a family sports vehicle.
H. To promote properly organized snowmobile trips, rallies, and competition.
I. To promote a more friendly feeling and good fellowship among snowmobile owners.
J. To cooperate with local law enforcement, fire, civil defense, utility and other community organizations by providing snowmobiles for emergency duty.
ARTICLE II - MEMBERSHIP AND DUES
Section 1 - Membership in the club shall consist of Active members and Honorary members. All active members in the club shall also hold membership in the California‑Nevada Snowmobile Association (CNSA).
Section 2 - Active membership is available to all snowmobile owners and those interested in snowmobiling or winter sports in general, upon completion of a membership application and payment of dues. Family membership includes children under age 18.
Section 3 - A member holding office shall not be less than 18 years of age.
Section 4 - Honorary memberships may be granted by majority vote of members present.
Section 5 - All memberships start on September 1 of each year and expire on August 31 of the following year.
Section 6 - Dues for individual membership shall be $10.00, for family $15.00.
Section 7 - Dues for CNSA are in the amount of $25.00 per year per individual and $30.00 per family. The club will collect for both club membership and CNSA dues.
Section 8 - Dues shall be delinquent as of December 1. Membership shall be terminated for such non‑payment, and that member dropped from the mailing list.
Section 9 - A member may resign at any time upon written notice to any club member.
Section 10 - A member may be disciplined, suspended for definite term, or dismissed for cause by the club officers with majority vote. Such member shall be given seven days notice by a club officer that the member may be heard at such meeting.
ARTICLE III - OFFICERS
Section 1 - The officers of the association shall be a President, Vice‑President, Secretary and Treasurer. The same person may hold the office of Secretary and Treasurer.
Section 2 - The officers shall be elected at the Annual Meeting.
Section 3 - Vacancies occurring between such elections may be filled for the unexpired term by the officers at any club meeting.
Section 4 - Any officer may be removed from office by the affirmative vote of two‑thirds at a club meeting.
Section 5 - All officers shall take office at the meeting in April of odd‑numbered years and shall serve a two year term or until their successors have been elected.
Section 6 - The President shall preside at all meetings of the club. The President shall appoint such committees as authorized by the Bylaws. The President shall be a member ex‑office to all committees and shall carry on those other responsibilities
assigned to him by the bylaws.
Section 7 - The Vice-President - During the absence or temporary incapacity of the President, shall perform the duties and have the power of the President.
Section 8 - The Secretary - Shall keep all the club records, other than financial, including minutes of meetings, roster of members, and lists of committees and their members; shall send out notices of meetings. shall provide other officers with a copy of the previous minutes as well as the agenda for the upcoming meetings at least one week in advance, and shall discharge all of the usual secretarial functions as required by the by‑laws.
Section 9 - The Treasurer - Shall keep the accounts of the club and have charge of its funds. Shall keep all of the clubs funds in the clubs name in a bank approved by the membership, subject to withdrawal of checks approved by the Treasurer and the President and shall disburse the funds of the club as approved by a majority vote of members in attendance when bills are presented. At least two signatures will be required to write checks. Only the officers will be authorized/approved to sign checks. A Treasurer's report shall be prepared for each meeting.
Section 10 - All officers shall have such other powers and duties as required by the bylaws.
ARTICLE IV - STANDING COMMITTEES
Section 1 - All standing committee chairpersons shall be appointed by the President prior to the first meeting in October or as soon thereafter as possible.
Section 2 - Each chairperson shall be responsible selecting such additional help as may be required.
Section 3 - Each chairperson shall submit to the Secretary as soon as possible the names of all committee members.
Section 4 - Ways and Means Committee
A. Shall have annual membership each year.
B. Shall be responsible for raffles at the business meetings and other activities.
C. Shall be responsible for purchasing raffle prizes. This responsibility may be delegated.
Section 5 - Special Events Committee
A. Shall be in charge of all planned club rides or shall designate leaders as appropriate.
B. Shall be responsible for barbecues.
Section 6 - Publicity and Hospitality Committee
A. Shall be responsible for all publicity about the club.
B. Shall be sure visitors or prospective members are acquainted with club members.
C. Shall keep a scrapbook.
D. Shall send appropriate card or other recognition in the case of wedding, birth, illness or death affecting a member.
Section 7 - Bylaw Committee
A. Shall be responsible for obtaining from the members all proposed bylaw amendments before the April meeting.
B. Shall present proposed amendments at the first meeting in March.
Section 8 - Legislative Committee
A. Shall be responsible for obtaining copies of all proposed legislation affecting snowmobiles.
B. Shall present such proposed legislation to the club for discussion and appropriate action.
C. Shall prepare such letters as are required concerning legislation.
D. Shall personally contact such representatives of government as necessary to present arguments for snowmobilers.
Section 9 - Safety Committee
A. Shall assist the Special Events Committee and ride leader as requested; shall advise members of the group of potential hazards along ride route, and if possible, mark these hazards; and shall advise the ride leader and/or members of the group of potential unsafe operation or behavior.
B. Shall be responsible for maintaining club safety equipment in a usable condition and shall assure that needed equipment is available in club outings.
C. Shall obtain First Aid and CRP training or shall seek to have someone with such training along on outings.
D. Shall obtain appropriate information on safety and make it available to the members.
Section 10 - CNSA Representative
A. Shall be responsible for representing the club at all functions of the California Nevada Snowmobile Association (CNSA), taking any action necessary for the good of the club, and reporting back to the members at the regular club meetings.
B. Reasonable expenses shall be paid to the representative for each CNSA function attended, and shall be approved by a majority vote of members in attendance when bills for expenses are presented.
ARTICLE V - MEETINGS
Section 1 - The annual meeting of the club shall be the first meeting in October.
Section 2 - The regular meetings of the club shall be held once a month from October through April, the meetings being scheduled for the 1st Tuesday of the month.
Section 3 - Written notice of the annual meeting shall be prepared and distributed to the membership by the Secretary at least two weeks in advance of said meeting.
Section 4 - Special meetings of the club may be called by the Officers, by the President, or by any group of five active members.
ARTICLE VI - BYLAW PROCEDURE
Section 1 - Proposed amendments to the bylaws shall be submitted to the bylaw committee before the March meeting.
Section 2 - Proposed amendments to the bylaws shall be presented at the March meeting.
Section 3 -Amendments to the bylaws shall be voted on at the Annual meeting.
Section 4 - Bylaw amendments must be passed by the affirmative vote of a majority of the active members present at the annual meeting.
ARTICLE VII - INCORPORATION
Section I - This club shall be a non-profit Organization.
